Hardware specs

I am trying to spec out a 16 node cluster. My cluster will probably be more cpu intensive than storage dense. I am planning on using 2 sockets 8 core cpus but only 4-6 1 tb drives per data node. I have read where you should match your CPU core to spindle IE 1 to1. If have more cores that spindles will that cause a serious performance problem. Is it better to have more spindles and just have extra unused space?
